New Implementation Rules for Compulsory Product Certification of Motorcycles and Electric Bicycles
In order to further deepen reform in delegating powers, enhancing regulation and strengthening public services, reduce institutional transaction costs, and facilitate enterprises to obtain certification, the CNCA has revised some Compulsory product certification implementation rules and is now issuing the "Compulsory Product Certification Implementation Rules Motorcycle" (CNCA- C11-02: 2021), "Compulsory Product Certification Implementation Rules for Electric Bicycles" (CNCA-C11-16: 2021) (see attachment, hereinafter referred to as the new version of the rules), which will be implemented on July 1, 2021, replacing the "Compulsory Product Certification Implementation Rules for Motorcycles" (CNCA-C11-02: 2014) and "Compulsory Product Certification Implementation Rules for Electric Bicycles" (CNCA) previously issued by CNCA. -C11-16: 2018).
Relevant designated certification bodies shall, in accordance with the requirements of the new version of the rules and the published general implementation rules for compulsory product certification, formulate corresponding certification implementation rules, and file with the CNCA before they can carry out compulsory product certification activities in related designated areas.
Starting from July 1, 2021, the designated certification body shall accept certification commissions in accordance with the new version of the rules. The valid compulsory product certification certificates that have been issued can continue to be used, and the conversion of certification certificates shall be completed by natural transition methods such as expired certificates, product changes, and standard version changes.
